Kevin Leonard Quander is facing a host of charges following the investigation into an incident in Washington County, during which he attacked his victim before being subdued by a Taser-like device.

Officers were responded late in the afternoon on Saturday, Oct. 12 to investigate a reported stabbing in the 100 block of West Franklin Street, and upon arrival, they found Quander chasing another man while holding a knife and swinging it wildly at his victim.

According to a spokesperson from the department, as the officer was getting out of his police vehicle, he saw Quander making another slashing motion toward his victim's neck.

The officer then ordered Quander to drop the weapon, "but he refused the officer's commands, stating that he wanted officers to kill him," before running down the 100 block of North Jonathan Street.

Officers pursued Quander on foot, police say, and used a "Conducted Electronic Weapon" to gain compliance; however, he did not go down quietly.

Officials say that Quander continued to struggle before being taken into custody, while others administered first aid to his victim, who suffered three stab wounds to the upper back and neck.

He was taken to Meritus Medical Center for treatment of non-life-threatening injuries.

Quander, 40, was charged with:

  • First- and second-degree attempted murder;
  • First-and-second-degree assault;
  • Reckless endangerment.

"We are grateful for the actions of the officers on scene, de-escalating a situation that could have easily become deadly," the spokesperson stated. "We are also thankful for the officers that were able to render first aid prior to EMS arriving on scene."
